EHS&R MANAGER | Midstream Energy

J MAR’s client, a well-capitalized, entrepreneurial midstream energy company with a proven history of successfully building, operating, and monetizing midstream assets, is seeking an experienced EHS&R Manager to build, lead, and continuously enhance the company’s environmental, health, safety, and regulatory compliance programs across its growing natural gas gathering, processing, and pipeline operations.

The ideal candidate brings a strong working knowledge of PHMSA, DOT, OSHA, EPA, and applicable state regulations, along with a proven track record of developing compliance programs, mitigating operational risk, and fostering a culture of safety.

RESPONSIBILITIES

 EHS Leadership & Regulatory Compliance

• Lead the development, implementation, and continuous improvement of the company’s environmental, health, safety, and regulatory compliance programs across all midstream assets.
• Serve as the company’s primary subject matter expert for Operator Qualification (OQ), Integrity Management, Public Awareness, and related compliance programs.
• Lead DOT compliance initiatives, including Operator Qualification (OQ), Operations & Maintenance (O&M), Integrity Management Programs (IMP), Control Room Management (CRM), Public Awareness, and applicable state regulatory requirements.
• Partner with Operations to ensure compliance with OSHA 1910, Process Safety Management (PSM), Permit to Work, Pre-Startup Safety Reviews (PSSR), Management of Change (MOC), and other operational compliance requirements.
• Develop, implement, and continuously improve inspection policies, procedures, and compliance programs to ensure adherence to all applicable federal, state, and local pipeline safety regulations.
• Perform internal compliance audits, identify opportunities for improvement, and implement corrective actions to strengthen operational performance and regulatory compliance.
• Recommend process, management system, and equipment improvements that enhance safety, operational efficiency, and regulatory compliance.

Environmental Compliance & Permitting

• Manage all environmental permitting, reporting, and regulatory compliance activities, including air permitting, New Source Review (NSR), Title V, emissions inventories, greenhouse gas reporting, SPCC, SWPPP, OOOOa, and related environmental programs.
• Coordinate with third-party consultants to prepare and submit required reports to management, PHMSA, the EPA, and applicable state regulatory agencies.
• Ensure environmental permits, policies, procedures, and compliance documentation remain current and consistent with changing regulatory requirements.

Training, Documentation & Continuous Improvement

• Develop and deliver safety and regulatory training programs for employees and contractors, promoting a proactive culture of safety throughout the organization.
• Create, maintain, and continuously improve company EHS documentation, including the EHS Manual, Emergency Response Plan (ERP), Facility Response Plan (FRP), Oil Spill Response Plan (OSRP), and DOT Drug & Alcohol Plan.
• Ensure contractors receive all required site-specific safety orientation and regulatory training.
• Monitor emerging environmental and regulatory developments and implement changes necessary to maintain ongoing compliance.
• Partner closely with Operations leadership to integrate EHS best practices into daily field operations.
• Assist with DOT training initiatives, emergency response planning, crisis management, and incident investigations as needed.

LOCATION & TRAVEL

• This position will be based in the company’s Williston, North Dakota area field office.
• Regular travel to the company’s gas gathering, processing, and pipeline facilities throughout the operating area is expected.
• Periodic travel to the company’s Houston corporate office.

EDUCATION & EXPERIENCE

• Bachelor’s degree in Environmental Science, Environmental Management, Engineering, or a related technical discipline preferred.
• Minimum of six years of progressive EHS&R experience within the midstream oil & gas industry.
• Strong working knowledge of PHMSA, DOT, OSHA, EPA, NDDEQ, and applicable state pipeline regulations, including 49 CFR Parts 192 and 195.
• Understanding of natural gas gathering, treating, processing, and pipeline operations.
• Demonstrated success managing EHS&R compliance programs, environmental permitting, risk management, and incident investigations.
• Demonstrated ability to influence cross-functional teams and build strong working relationships across operations, engineering, and executive leadership.
• Experience interpreting complex regulations and developing practical compliance programs that support operational objectives.
• Proven ability to build collaborative relationships across operations, engineering, contractors, consultants, and regulatory agencies.
